In the edition of 10.01.2018, we presented the concept of Smart Contract and its use. In this issue, we bring you the article “What is a blockchain oracle?“, published in Medium, which addresses the concept of “oracle”. In short, oracles are outside sources of smart contracts that provide information or interact with smart contracts. They are often the link between real-world events and the digital world of blockchain platforms, which helps the contract to fulfill its purpose.

Brazilian National Bank for Economic and Social Development (BNDES) extends BNDESToken Public Consultation deadlineOn 11.05.2018, BNDES extended the deadline of the Public Consultation AARH 05/2018. As reported in the edition of 09.17.2018, the Public Consultation aims to identify projects for account management and monitoring of transactions that BNDESToken will track. BNDESToken is a “solution designed to track the application of public resources in credit operations with public entities and non-reimbursable operations, providing society with a transparent manner with information on how these resources are promoting the country’s development.” The new deadline for sending contributions will end on November 28, 2018, at 6:00 p.m. (BNDES, 04.11.2018)

Brazilian Federal Revenue Office publishes an Ordinance on data provision using BlockchainOn November 21, 2011, the RFB published the Ordinance No. 1.788/2018, which deals with the sharing of data within the federal public administration using Blockchain technology. The Brazilian Federal Revenue Office made available the bCPF: blockchain of the Individuals Taxpayer Registry. “A G2G (Government to Government) solution that seeks to simplify the process of making the CPF base available, with safe, integrated and efficient mechanisms.” The project was developed together with Dataprev and, according to the statement, is already in pilot phase with the Federal Justice Council (CJF), with a six (06) month forecast for complete migration of information exchange agreements. Amazon obtains patents for encryption and data storage solutionsOn 13.11.2018, Amazon, an electronic company, has obtained two patents related to methods of protecting subscription integrity and distributed data storage. Both patented technologies are related to blockchain technology and can be used to improve Amazon’s data storage system. The company also requested patents for inventions specific for cryptoassets. Singapore Companies can Negotiate Renewable Energy Certificates on Blockchain PlatformIn Singapore, companies negotiate Renewable Energy Certificates (RECs), which represent a green energy production unit from wind or solar power. Starting this month, companies will be able to trade such certificates on a platform that uses blockchain technology. According to SP Group, the service provider that launched the platform, using the technology will make the scenario more transparent and with lower transaction cost. (CNBC, 11.07.2018)

Data Protection Authority in France issues guidance on blockchainIn order to answer questions about the compatibility between the blockchain technology and the General Data Protection Regulation (GDPR), the National Commission for Informatics and Freedom (Commission Nationale de l’Informatique et des Libertés – CNIL, in French) has published unprecedent guidance for the blockchain technology. According to CNIL, different sectors and organizations of the blockchain world were consulted. The guidance ranges from simple definitions to who will be considered the controller, for example. The National Strategy to Combat Corruption and Money Laundering (Enccla, in Portuguese) wants to develop a method of investigation money laundering by means of cryptoassets – On November 19 and 23, in Foz do Iguaçu, Enccla, entity coordinated by the Brazilian Ministry of Justice, discussed the annual targets for combating financial crimes and a possible method of investigating money laundering using cryptoassets. “The objective of the proposal is to gather good practices in the fight against the misuse of cryptoassets around the world and to establish a regulation able to create an investigation flow model to be adopted by investigators.” (ESTADÃO, 11.12.2018)

Use of blockchain for investor registration is the subject of a technical cooperation between the Brazilian Securities Commission (CVM) and the Institute of Technology and Society (ITS)Improving certain functions of the Public Administration, with the help of technology, is a constantly debated and evaluated subject. Following this trend, the CVM and the ITS executed a technical and academic agreement, on November 22, 2011, with the objective of making a survey on how blockchain technology can be introduced in the capital market. The main idea is the development of a single register of investors. However, within a year, it will be necessary to make a study on the feasibility and risks of the project.
