Buy Brazilian Act - Limitations or Possibilities?

He is a member Of Counsel of the law firm Fraga, Bekierman & Pacheco Neto responsible for the Governmental Affairs Practice (GAP). Freitas is a Professor of Law and International Relations at the Fundação Armando Álvares Penteado (FAAP) in São Paulo. A Law Graduate from the University of São Paulo (USP), he has a Master’s Degree in Law from Cornell University and Economics and International Relations from the School of Advanced International Studies (SAIS) at Johns Hopkins University.

As a result of the financial crisis of 2008/9, the Brazilian government enacted Provisional Measure (PM) Nr. 495 on July 19, 2010, in order to promote local industry and service sectors by setting up rules stimulating the acquisition of goods and services made in Brazil. The Federal Government - the largest buyer in the country with purchases of more than US$ 35 billion in the year of 2009 – perceives this measure as a new incentive to induce more development. Foreign and local companies willing to become providers of goods and services to the Administration will need to adapt to such new regulations in order to take advantage of the ever-increasing needs of Brazil as it becomes a more relevant player in the international scenario.
